It does this through vocabulary or controlled language (a fancy way of saying that words have meanings). It also allows users to input new terms into its database. People use VMSes to create an indexing system for their document management systems (DMS). For example, suppose you were trying to find your favorite magazine article on climate change. In that case, you could search through all your files using a DMS until you found what you were looking for, or you could use a DMS. VMS is attached so that when your search turns up nothing, it will automatically pull up all relevant articles about climate change from its database instead! The VMS is a tool that helps you manage your metadata. It does all kinds of cool things, like track your company's data across different systems, interpret it, determine relationships between other elements, and even create new metadata for you! It also has an excellent repository for your company's business vocabulary, which helps you ensure everyone speaks the same language.
